I haven't had that specific problem, but i have had a dirty mouse wheel which causes related issues system-wide. Blow out the slot the mouse wheel sits in. @STARDOCK: While we're wishing, it would be nice if the map was either in 100% icon mode or 100% object mode. It currently uses a 'focal plane' to make the decision on how to display each object. In no case would i ever want a mix of icons and objects. (This would probably speed up rendering logic a tiny bit too).</

Mouseover the emblem or click the tile to find out what it does. They usually provide a bonus to a specific type of improvement built on or near that tile. The popup and the info box in the top right of the screen will explain the details.
I'm talking about the goodies that appear on colony tiles, specifically. So many questions: Does the bonus I get apply just by virtue of possessing it? If i trade it away to another Civ, will the physical object still exist on my colony? Do i still get a bonus from it? What happens if i trade it away and then bulldoze it? Do they stack? Here's a list of issues i compiled from playing through my first game. Machine: I'm on a min-spec machine with Core 2 Duo, 4GB RAM, and Integrated graphics. I have all FX turned off. The game barely runs and requires much patience. Bugs / Glitches: Custom Ship Icons: Icons for ships that i created myself do not appear in the game (ship list on Designer Screen, fleet contents box, fleet management screen, Ship Battle Victory Screen, and similar places). Confirmed. It appears to only be taking into account the last digit. If the tens-column digit is a 1, the ending should always be 'th'.
I have a similar setup with similar results. It takes several minutes just to get to the main menu. Panning on the map can have 10-second hiccups. Zooming from tactical view to closeup view just kills the poor machine. Clicking on subscreens can take ~10+ seconds to visually update. It's pretty rough.
Good news! The game supports custom races right out of the box. You can use any portrait image you want, including your own! Now you don't have to pretend to be someone else. You can actually be the leader of your own new race.

After watching the dev stream game from Friday May 1, 2015 for nearly 1000 turns, I observed something I didn't like from GC2: The AI never wins. This is a problem even into the late game. This isn't about rushing, this is about me being in the middle of a war and need to be producing transports, and I shouldn't need to have a constructor waiting in the wings every time I destroy a Starbase just to make sure my allies don't claim my own resources 3 turns later. Actually, I often criticized GC2 for not doing this. Glad to see the AI is smarter this time around ;-) *appla
On a related note, what is the logic behind who the AI surrenders to? In GC2, empires would rarely surrender to you. Anybody but you. It would be nice if the player had some (diplomatic) influence on the AI's decision.

It could be as simple as having a funding slider on the main empire management screen. Somewhat like espionage in GC2. Every starbase would get a percentage of the pie. Perhaps could have individual funding priorities (Low, Medium, High, Buy-It-Now!)
