It is the sort of game where changing a 3 to a 5 can make or break the game (and in a game with tends of thousands of values set, that's a lot of balance). I agree. I'm going to give sovereigns +5 in Int, resolve and diligence to go with the +10 they already get in loyalty so they are a good example of their species.

I think it should be easy to not spawn resources on special tiles. I'll ask the team about it.

The Onyx Hive cannot repair normally. They recieve 3x the amount of hit points to compensate for this.

Instead if I'm playing a faction with a survey commander ship I usually get that out as quickly as possible to get that sweet sweet anomaly money. That's interesting. I bet Old-Spider is right and the war declaration is happening, it's just being mistaken for the AI being chatty. I'll add some highlight color text to those dialogs specifically saying: (War has been Declared)
Currently, every world can have 1 upgrade. And precursor worlds all start with an upgrade, so they can't get an additional one. If I was going to change anything here I would have future techs able to increase the number of upgrades a colony could have.
