Fleets don't seem to have their speed boosted by starbases. Is this normal?

I get the same bug as MadMaz above. The sliders changed color, too. With the previous 1.02 patch, I had something weird happen to me: nobody would do any diplo trading with me. I'd offer them my tech for 1 credit, and they didn't even want them. Incidentally, I got my first ever Terror Stars right at that moment; is the "no trades" a side effect of the TS, or a bug?
All my games so far (all 3 of them ;) ) have been won by a cultural victory. No wars fought, just cultural imperialism all the way. I admit, though - they were against "Fool" and "Beginner" AIs. Clearly, I'll run into something more serious pretty soon...
Soulfire: In a long game, your ships will become fast with tech. I played a looong game in a gigantic galaxy, and in the end I think all my ships had at least 10 moves per turn. That's with no race bonus - just tech after tech, and trade goods. Still, crossing the galaxy took forever :(
Oh boy do I feel stupid... I had never realized you could build a starbase NOT on a resource. All I did was hunt for the resources and build the 'bases with my hordes of surplus constructor ships (huge game on dumb level, plenty of time to do this). Now maybe the modules to add bonuses to trade routes won't seem so useless... :) :D
Actually, it would be nice if one could just save the results and send them in later. I play on my laptop at home, and only connect it to the Internet at work - so until I decide to try and connect it from home and use the included modem, I won't submit any game results. Not that I'm getting any incredible results - I'm slowly working my way up the AI levels. Won two "Fool" games, working on my first "Beginner" ;)
I can't believe it - at 33, I'm almost in the average here. Most of the time, I feel like I should be all those gamers' father :notsure: Oh, and like most of the 30-40 people, my first computer was in the 80s - Spectrum 48, then Atari ST. Then a few years later I moved to the dull dull dull PC... :) As for wargames - mostly it was Squad Leader, then Advanced Squad Leader for me. I still sometimes kid myself I'll start playing again soon - though I honestly don't believe I'
The asterisk stands for undefended systems - those with no ships in orbit. This one must be in the FAQ, I've seen it appear at least three times. And it's the only one I know the answer to :D
Nirvana CN: If you look at the picture of your senate, it says below the number of months (turns) until the next election. You don't get warning, but you can plan for it if you like.
OK - too bad for me then - it looks like I won't be able to submit any results then (since I cannot easily connect to the Internet from home). (:(
I've tried browsing the forums for an explanation, but there are too many and I cannot seem to find a clear description... I'm not sure how the Metaverse is supposed to work - does it submit scores of games when they end? If so, does it mean I have to be online when I win a game, or what? I normally play at home, on my laptop - offline. Does this mean Metaverse submissions are closed to me? I just want to know... (:(
