You mention putting a starbase within range of a resource and both your planets. I thought that mining rings give no bonus to nearby planets? I thought it was only the Economic ring that gave direct benefits to planets? The exception would be if the resource is an artefact (like a culture or research artefact) rather than durantium etc. So is there any benefit to having a mining starbase within reach of your planet?

There are a LOT of technologies in this game. I've never been able to get through more than half of them in one game. Although, others like to play really long games, so I suppose it's possible to get them all. With so many techs, I have to make choices anyway. +1 for having specializations. +1 for meaningful choices (they make for good games) +1 for being able to trade specializations. It does seem odd that there are no negative diplomatic modifiers for putting a bunch of culture starbases on the border and intentionally flipping AI planets. I know when the AI places culture bases close to me, it is a negative modifier in my mind. I usually counter with culture of my own, but I'm not averse to declaring war over such a thing. The AI doesn't seem to care. We'll see how the nerfed culture works in 5.3. I have yet to start a new game.

In case no one else caught this (I couldn't find a report), the Govern screen, Colonies tab, shows Net Income figures under the Research icon, shows Research figures under the Hammer icon, and shows Production figures under the Net income icon. I noticed this when I saw -1.1 under Research and thought for a moment that my people were getting stupider.

I've started playing 2 games of GalCiv2 (just recently purchased it on Steam). It crashed after roughly 20 turns of play both times. After the first time, I followed instructions on Steam forum to uninstall and reinstall from the developer site rather than from the Steam site. It just crashed again.
