Thanks, Exodius. I had already tried the things noted in Russel's and Mindlar's posts, aside from the propaganda item, because I had no idea where to adjust it. Now I will look for it again. It's good to know it's per planet, and not a global thing. I don't remember a "details" button under each planet, but then again I wasn't looking for one either. I'll have a look. All other things considered, it seems to me there may be some issues with Morale, possibly even bugs. I hope this is something th

Hello all, I've started playing GalCiv since release, and have had numerous issues with morale. I've gotten better, and can sometimes overcome a morale issue, but it seems once I fall into a morale pit, my whole economy goes out the window, which cripples my empire (can't build, research, or create ships anymore after this happens). I've read on this forum that one can spend money on PROPAGANDA to offset morale issues. However, I can't find anywhere where there is an option for PROPAGAN
