I've seen this pre-1.11 but I did not detect any distinct pattern of AIs colonizing sub-PQ15 planets. Sometimes they do, but mostly they leave them alone.
I wondered why they didn't want to make the rankings official too. Probably because they implemented the ranks in stages. I pulled the requirements for the lower ranks from a post from a Stardock employee in the Galactic Council. [Message Edited]

Jexal, First of all you should go to the Fellowship empire page and quit the empire. Next click the Create Empire tab at the left of your screen. The next screen would prompt you for a couple of things:- 1) Empire name 2) Empire website url 3) Empire motto 4) Empire status (Open, Invite Only, Closed) 5) Empire logo (32x32 pixels jpg) Once this is done, just confirm it. vincible, I've just tried to erase the serial number for one of my games and I was able to load it. Here's how: I downloaded a freeware hex-editor XV132. Opened the game.galaxy file using the editor and searched for the text string "DN". Once the serial number is found, I "x"ed out all the characters except for "DN" and "GC1" (for Galciv) or "SDS" (for Drengin). Give it a try. If it doesn't work, send the unedited savegame over to me. ~SDC~
