I take on class 12 and 13 worlds all the time and upgrade them quite nicely to class 15. By mid-game they are up to 17's and 18's. I'll take it!

Espionage gives you a ton of info. Over the course of the game, you get various "intel levels". Low, Medium, High for example. At each level, you know a little more about their inner workings (when you reach a level, you'll get a screen telling what you now have the ability to see). Good stuff.

Note that Culture victory is you have 90% of the *culture* not 90% of the *territory*. You can check your % by hitting the ESC key to get to the options screen. Down near the bottom is your % of each of those victory conditions. Make sure Culture is 90%+ there. Kind of like in Civ 3. You can have a culture victory without owning tons of territory (although it certainly helps).
