You may have had too many ships in orbit already... I do not recall the limit, but there is a point at which no more ships can be built on a planet until you take some out of orbit. (I think it may be 16.) Hope this helps...
Frankly, I'd like to see a FIND SYSTEM command that worked for (known) alien systems and uninhabited systems as well. I mean, how's this for time-consuming? I get a report that a heretofore-undiscovered Precusor something-or-other causes a planet in the LOOKFORMEFOREVER system to suddenly become a friggin' paradise.
