reading this board, i'm thinking that when they toned down PQ, Stardock did right. consider this: we do not agree on PQ, whether its worth it, which to choose (+5% or +7%) if any, and to what extent of either a boon or a waste it is. before the changes, EVERY game i played, i picked PQ, as did most players seeking an obvious advantage. i'm not sure if i'm the first to notice this, but it seems, especially on small or tiny, that an AI or three--at normal difficulty--seem to be building more constructors than are fiscally responsible. how can an AI have a starbase after two years, with a lower pq home planet, a lower income (due to normal difficulty setting), and three or so planets colonized. in one single game(small galaxy, all six major races, normal intelligence), i ran across the altairians with a starbase after t

in my experience playing, boosting the planet value has proven invaluable. i notice that in recent versions AI has improved to make this more of an emphasis as well. planet value affects pretty much every other local value: morale, population growth, production/economy. for example, if you raise your p.v., your population can hit higher levels before experiencing a drop in morale. thus, given the choice between the Soil Improvement project and the Entertainment Center, or any other
