Just remember that 13+ is minimal colonization level for a general colony, and 15+ is the minimal colonization level for a confortable colony. Anything at 12 or below can still have a colony installed, but requires extra maintence. As a reference, a PQ of 10 *is* Ceti Alpha V. [

Just throwing in my own comments: I think the fog of war should be made more distinct. Currently, it's a purple haze on a black/purple backgroung, which can be slightly difficult to see what is covered and what isn't - especially for colourblindness (which is a seperate issue). As an option (.ini or GUI-based), I suggest displaying the fog as a dark to medium-dark gray. That will make it much easier to identify fog at a glance.

While the old CD key may not be in use, you have no way to know if the seller has completely honored the agreement by destroying his copies of the key. The minor's don't send colony ships to stars outside of their sector. They also don't initiate many diplomatic negotiations. They don't really care about winning, and thus do not affect victory conditions (although two such races are supposed to be an exception to this rule.)
