I've never been able to figure out what my "capacity" in a production area is. But isn't it possible that at the start of the game your income is too low to reach even the base capacity level, let alone reach into the extended capacity from bonuses? For example, let's say with no mods your military prod capacity at the beginning of the game is 20. And your total income is 17. So if you put 100% into military, you'll get 17 shields. Now let's say you have a bonus of 50% in military prod,

Do the minor powers start with civilization bonuses like the player and the AI civs do? If so, what kind of bonuses can they have? I'm curious because in my just recently started game the Scottlingas have Battleaxe's with an attack value of 5. Unless I'm misremembering, the base value for those ships is 2. So we're talking about a 150% bonus? Where'd that come from? I assume that they get bonuses from technology like the rest of us. But it is too early in this game for anyone to have b

I didn't know about the civs still paying tribute once they are dead. That has to be a bug. The whole point of offering tribute is convincing you that they are more valuable to you alive than they are dead. As for your second issue, you seem to be ignoring the money that civs make each turn. They certainly ought to be able to give a per turn tribute that is larger than their current treasury. It might well cripple their economy to do it, but them's the breaks if you're facing near certa

I have a few questions.... Is moving into the ship or planet of another civilization the only way to declare war on them? It's the only method I have found but the AI seems to be able to just announce it. How do the Senate votes over going to war work? By which I mean, how can I judge whether or not a vote will be in my favor? And what consequences (if ant) are there for a vote against going to war?
