Civ's end game replay was great. That of Civ3 is slow and doesn't contain as much information, being overall uglier and not half as entertaining as the original replay. Such a thing would be fun, but one point which I'd like to see is the cultural ebb and flow, but since this is not stored in the savegames, I doubt it would be shown in the replay.
The 25% is either 25% of total cost or of remaining cost. I very often have 0 spent on a tech when I go into an anomaly, and the tech screen drops from 4 turns to 3 turns after I get the anomaly. There had been no research invested yet. I sometimes used this (quite a while ago) to get an expensive tech on the way to tech victory pre-researched while I was actually researching something else: You're researching dreadnought tech, see a wormhole. Espionage prevents the ambassador mishap event: You have to get the first level of espionage in order to avoid the event. I'm not sure about the disgruntled worker one. The ambassador event says how it could have been prevented in the text. Waht does the worker event say?
vincible is right, spamming space with starbases doesn't give prod benefits. However, the trade bonuses did stack and had no limit. S nake, what you do has been considered cheesy and forbidden. Stardock is also considering the creation of a logistics ability which limits the number of starbases, though I haven't yet seen any description of what they intend to do.

Planets are on the same plane, except for Pluto which many don't count as a planet. Comets and other weird things aren't.

These catapult existed. Put 20 +2speed starbases in your home sector. You could now catapult your ships up to 4 sectors away in one turn. Since the number of starbases is now causing problems, it cannot be exploited that much, but still exits.
I also think MOO1 was 2D, but nebulae slowed you when you got through them. Civ2 ToT could do a bit of 3D: You had up to 4 maps, so it was possible to have a submarine map, an earth map and an atmospheric map. You could get some variations on this, but had to be in the same map to initiate a fight, so the behaviour along the z-axis was very different from the x and y axis. On the easiest levels, you can build up a military to fend off threats. If your military rating is near the ai's they won't threaten you very often. Then trade with them to increase relations.

I tried this a while ago but the problem is you'd really want to park a survey ship near each anomaly and wait for a juicy tech to be available. For instance, wait for battleship to become available as it is long to research. And that becomes expensive in terms of ships, the ai steals the anomalies, and there are none left when you need them most. So it didn't work for me, but it's worth trying. Probably on a huge galaxy with rare stars it would work better.

A single incredible ai is hard but not the hardest, because you can use the minors to trade with and effectively prevent the major from trading with anyone, except you and only if you like. The real problem is you mustn't let them conquer 3/4th of the universe, so +speed is of help there. I think tight clusters are the easiest setting.

Some games don't get through for some reason. That's a a bug. I've had it happen to me. Cari suggested trying to resend stubbornly the game, it didn't work for me but might for you. Not a big deal imo, but since it's probably a metaverse bug and the metaverse budget is over, I think it's unlikely you'll get a correction to this, as it's quite rare, thus hard to reproduce/debug.
If you look at the anomalies, some of them are called wormholes (those that either teleport you away or bring you 25% of the tech you're researching for free).

Megatron, you need to have enabled cheat keys in the main menu in order for Ctrl_something to work (except Ctrl N). Checking that provides a 0 score.
