Well you wouldnt get the cut scene for the first anomaly pick-up if you have your survey ship set on auto-survey. Or maybe its just me, cause I have never seen it, and I also have anomaly pop-ups disabled.

A 20% increase for getting the tech. victory, or a decrease? Also morale seems to have a more direct affect on pop than tax rate. The higher morale the higher pop.

Game Crash (SE Report & Debug.err) in Galactic Civilizations I Stardock Forums

The crash happened a few turns into the game every time after I load it. Cari: If its any help, that last saved game I sent you is the same one that gave me this crash. Though at the time I submitted it to you it wasn't crashing. Btw, I also found that the resources re-appeared after re-loading the game, only to disappear on the next turn. Any help is appreciated. I have been wondering this as well. Come too think of it, it would be nice for GalCiv to factor in pollution that would lower PQ of a colony. Just as how we lower the PQ of our planet through pollution. ~SDC~
