Some vasari players try to send a migrator to your planets (or even HW) and set up a starbase there very early in the game. This is no problem to counter because the starbase takes forever to build on your planet (e.g., 250% longer build). So you just need to have a sizeable fleet within 2 jumps of your planet and you're fine.
