For some, the game's ability to use mousewheel as a rotate button is broken. Hoping they fix this soon. In the meantime, I have a work around in another post https://forums.elementalgame.com/391673 that may be helpful if you encounter the problem.

I read in the forums that holding the middle mouse button should allow me to rotate the map. It doesn't. I have a Logitech MX series mouse with a scroll wheel/middle button. The scrolling works fine for zoom in and zoom out even though rotate does not. As a workaround, I went into Windows XP's Mouse Properties, Buttons Tab, and assigned a side button to 'Middle Button'. Disclaimer: Not having played the beta, I don't know if this is feasible. It reads as though multiplayer has some updates coming in the future to get it up to Stardock's top notch quality.
