I fear Stardock will have to put some work in the Metaverse to make sure only proper scores are in it. Otherwise it might die a quick death. I don't think resetting it would be a good idea by the way, just in case anyone thinks about it...

Setting of starting relations with the AI races should be impossible (just like mods are) for Metaverse games in my opinion.
I hope that these scores, too, will be recalculated! Agreed, the 1.1-Beta scores submitted before the scoring change (which happened in 1.1-Beta3 IIRC) need to be recalculated as well, otherwise the whole effort loses most of its sense.

One thing that is almost unusable in gigantic galaxies is the minimap. It would be nice to have an option to autocenter it to where the camera is. Please add this, as I have to zoom out and zoom in every time I want to center the minimap... Three small UI suggestions: (1) The game already keeps track of the state of the additional game options (tech trading, minors, blind exploration), but not of the chosen victory conditions (they're always checked on game setup). An expansion with editors for all (well, most ) aspects of the game including as many aspects of the AI as manageable could be a good idea. It'd be a must-buy for me.
Once the tech tree is completed, my tiny hulls get 1-2 excellent weapons and 1-2 drives, depending on the miniaturization available to me. A swarm of these (can you say 20-25 ships?) wins most battles, and when some of them are lost - well, they're easy to replace.
I agree with #9, an expansion giving much greater differences between the major races (advantages / disadvantages - think MoO 2, playstyle, maybe techs, ...) could be a nice thing and add a lot of flavour to the game.
Which brings us back to what exactly should be in an expansion pack. We plan to make multiple expansion packs. One of the mistakes we made with the first GalCiv was that we only made one and users made it clear to us that they would have liked to have seen more. So this time we will make sure we do that. -Have Orbital Terraformers add new tiles that would not have been available above and beyond the currenty unuseable tiles. A good idea. Something along these lines will make the Terraforming wonder much more worth striving for, it's almost useless at the moment.

It's up to you how you want to play your game. But for most people using cheat codes or major exploits will result in a boring game soon enough. Cheese tactics are everywhere, e.g. there's one thing that works in most games were randomness plays a role: A reload. And deliberate reloading is considered cheating by most people.
