Not any more. If I stumble across a cultural resource I plant a constructor next to it and somehow get the alien races to fight over it. The instant it disappeared, I pounced on it. These can play a huge factor in a game.
Why wait? You should have cash coming out your ears from all the trade routes with the AIs, so just buy their resource SBs for 6k-15k apiece, no problem ;)
When you click on the link to the communication thread you get
No need for all the details. It was just a minor typo in the link code that put a little bit of extra stuff on the end of the URL, thus making it not work. It's now fixed.

Attention all: The site ( http://jedi.galciv.org/e107 ) Is almost finished! I just need a couple more days to do the honorary members and fleet pages (although those really arent necessary to the function of the site, I'd like to have everything complete first). Also I'll need to set up the forums if we are going to use them, so everybody comment on whether or not you think forums are necessary or if we should just use this thread.
No, we're still discussing Darth Kryos blunder about what midwest is.
'Blunder'? I'm sorry pal but the Midwest is roughly the area from Ohia to Iowa (some people may consider it to include the plains, but I don't). West of that is the plains, and east is the east coast. It's not called the Midwest because of any inherent westliness, but simply because it once was the western frontier of the US, before the Louisiana Purchase and that whatnot :notsure:
That's because there are mountains there. Not as high or rugged as the ones up here, but the effect of cold air coming down from them is the same.
Mountains? apparently you need to work on your US Geography... the Rockies are on the other side of the country--they affect weather on the plains, but any effects this far away are negligible. No, the majority of weather here comes from the jet streams and good ol' canadian/southern US air masses (depending on the season).

It's already been done. Brad and crew never said the AI would play just like players, but they have modified the AI in past patches in response to the tech choices that players make, in order to make the AI more competitive.

Pretty sure yoda's going to post it here.... the poll on the site is not exactly something I'd want to base an election on, what with the fact that members and non-members alike can easily vote multiple times (apparently e107's IP tracking isn't very good...)...
The new patch for Diablo 2
Same here. It seems they did some 'server optimizations' in the course of the patch and now I'm able to play on b.n with only minor lag. That's something I haven't been able to do since the open beta and the first couple days the game was out; since then it's been too laggy. So for me it's like a whole new game now. :) Almost forgot: If you play on USWest, let me know so you me and nand1 can hook up and play together :) [Message

Ability to run in a window is part of the newer patches. all you need to do is go into the shortcut properties for GalCiv and put a w on the end of the target path. For example, mine is: "D:\Games\Galactic Civilizations\galciv.exe" w Also you'll need to be running your desktop at 16bit color (or the game will not start) and a resolution higher than 1024x768 (or the window will be bigger than your screen!).
And the Constitutional amendment regarding returning Council seats to former (away) Council members.
We also need to consider what would happen if he left right before an election, his seat was filled, then he wanted to come back later?
Forester:
e107, the php/mysql CMS that I'm using on the jedi site, can do what it sounds like you're looking for. After users sign up, you can create and assign user groups. Then when you create a new artic

The stupid part is if the ship shuts down before using the emp it can restart and be fine.... why not just have one ship EMP, restart, recharge, EMP again..... The problem with the whole idea is that the ship's ciruits should get fried whether or not they are on--just like with a real EMP...
