I've noticed negative modifiers usually do not stack. Since 13 and 14 colonies are viable if you can put soil enhancers and habitant improvements on them quickly.

The button is in javascript. Unless you have a browser that allows javascript to fill form fields, it doesn't work. I've tried to get Mozilla to use the quote button, but the program does not allow javascript to do anything of the sort. You'll have to do it manually. just type: [quote] text [⁄quote]

They really should have those, it really helps out the AI, which really needs help with starbase management. I want to see a more flexible AI teching rather than fixed evaluation of techs. AIs with merchantile party should value trade techs more. Builder AIs like Arceans and Altarians should evaluate the tech tree according to their strategy. The deflector tech is extremely overvalued.
