Yuo are forgetting two aspects, cultural influence from the other allien race and what kind of level are you in, I mean like are you civilization evil, good, neutral, etc. The I-league tends to increase their cultural influence rather quickly and overcomes many of your planets.
You just forget one thing when you build something it should required maintenance to keep it operating like for example an emabssy, would be only useful to turn it off if you don't have any allien civilization to deal with it, but if this happens you already won the game. The only way that I would destroy the embassy would be if I am at war with everyone else, then I don't need the embassies, or if there is only another race left and I am at war with them, then would be useful to destroy the emb
I don't know what is happening with that particular event, but it has never work for me, maybe is something similar to that other resource, the life force thing that was cancelled, maybe is similar to that one.

One thing I notice do, it is that usually happens when other AI have already battleship technology and I don't have it yet.
The times this event had happened to me has been very early in the game, I will say less than 60 turns, and I don't have a strong army yet.
Kind of reminds me to the movie Indiand Johns and the ark of the covenant when the box with the nazi simbol was burned beyond recognition, you cannot force evil on people or you will get burn with fire.

You can create events or technologies or improvement to increase the diplomacy.

Keeping them bankrupt is the easy way. Just crank up your research like to 75% and 25% military and you will be able to bankrupt each one of them, including the minor races, also I try to increase the minor races revenue by once in a while giving them one of my planets that is spending too much money and then creating a trade route with them.
I have had some planets in the same situation and after increasing the propaganda like to 2-5 bc per month, building embassy and cultural center and building the starbases, the flag went away only after my culture influence outgrew the influence of the other culture, but the flag went away.
Thanks for your help. I tried to trade some of my planets for the technology but they refused(the Alexians) so still I don't know what good does to have an event? like this one popping in your screen.
I have come acroos quite a few times during the games with an event where the Alexians said that they have stolen all the secrets from the Torians and they are willing to trade them to me for a planet, as soon as I get this message I go to the minor races screen and I talk to the Alexians, but nothing happens, they don't want to trade any secrets for any planets, is this a bug?

There are other things that you can do like going to the planet screen an check for morale, increase the amount of money used for propaganda, try to build culture center, embassy, etc and try to build a starbase and place it beside the close allien planet that is threatening your colony and build culture modules on it. I don't know if you notice that my picture is kind like red, I used to be evil, but evil doesnot pay, so I have been playing every level lately, but sometimes I jump the fence to the evil side, it is nice to see the Terror Star coming and slowly blowing away all the assassins from the Evil empire, hahahahahaha!!!!!! ;p :d :d

Were you connected to the Internet at that time? You could try to reload the game again from the saved games, under the name end game, and make sure that you are connected to the internet. I had the same problem couple of weeks ago when the site was down, but I resubmitted and everything was ok.
