I think that the major problem are the mods where the PQ gets way to altered, so far I have used many of the mods from the library at Galciv and no anomolous score so far. S just pay attention to those mods with very high PQ.

Yes I agree the spies need to have more "free hand", like stealing technologies and sabotage or subversive work with the people on a particular planet not just at the empire level but at the planetary level, kind like choosing which planet you want to subvert or you want to sabotage to bring PQ down.

Tim if the planet doesnot have a shield on it, means that doesnot have ships to defend it, so your ships will not attack because there is no ships or defenses to attack.

I noticed that planets with over 5 billion population start to lower their morale, as soon as you ship some people out usually the morale jumps over 10 points.

Sorry Russell but I don't agree with you, I think that after this first real expansion comes out, many new ideas and suggestions of how to improve the game will come to the light and the need for a secon upgrade pack will be not only justified but also needed. So don't shoot down the idea of a new expansion pack. ;)
