I agree with you, one advise don't buy MOOO3, it is the biggest waste of money that you have seen in your life. >:( I bought it and I am still kicking myself for doing it. I still cannot set the proper rules to play the game, there is no way to conquer a planet, the Xs are missing and no way to find them, the set migration thing works one time and doesnot works other, the Senate always elects the Orion as the best, and then suddenly you loose the game and when I check the statistics af

Try to sell some of your techs to the minors and that way you can improve your cash flow, but don't overdue it. Try to sell like for 100bc x 50 months or as many months as you can, try always to be at least 10 months, but if you are starving for cash try to take any months. Trade is the clue to make your bank account to go up, I love to trade with the minors and to sale them my wonders, they love it, and I usually I get like 100bc x 2o some months. Out of cash and also could be that your domestic screen you have your social or military production set to zero, if you military is set to zero you cannot build ships, if your social is set to zero you cannot build anything in the planet (civilian structures or wonders)

Congrat on that victory, try to submit the points I also have dial-up at home and I send my games that way. If you are looking for an empire to join, there are plenty of them to choose from. Go to the empire forums in the column to your left and click there under empires and pay a visit to the recruiting treads from the different empires. It is nice to be part of one of them, special talks, forums (some of them) etc. Have fun with your new game. ;)

When you go to the diplomatic screen you can click to speak to the different races, in the bottom part there are to sliders, one says desestabilization and the other espionage, move the slide for espionage and you will start to spy on the AI, becareful to not over spend in espionage.
