I have tried buying research labs early rather than factory early. That seems to be a wise choice, gets you speed 1 to 2 turns quicker. This in turn allows you to get to those planets quicker. Do you really nede the extra surveyors, or would upgrading your starting surveyor suffice. I ask, because I never have enough cash/time to do all the things you mentioned AND race for planets.

Just one option to Mumble's Advice... I can usually conquer the entire universe on suicidal with 1-2 Huge hulled ships and a lot of defense. I actually have done a lot of math on why this works. I have not seen this bug, and I pay close attention to the AI when trading. In fact, the AI often scolds me If I have forgotten that they have a better tech. If I were to guess, I bet you are trading cumulative techs. The best example is speed. Every tech level gives you a percentage speed increase in addition to new engine types. That bonus is quite significant in the early colony rush.
