1. You are correct on pop caps - cities are used to improve pop cap up to the planet class (which may be improved through terraforming). There are currently no other standard buildings which improve pop cap, though mining A. Viriles will increase pop cap by 2. Cities are totally worth it. The main source of raw production is your planet's population. 2. Food does nothing for production or population - it is required to build cities (for carbon-based

I actually like to mine Monsantium as a Silicon race, just to have trading power. Eventually I'll destroy it for the planet's sake, but having a stockpile is nice.

I find using money (and resources) for starbases much better than ship construction efforts. Back in the spamming days, if I got 50,000 credits, I didn't really know how to use it, other than upgrading ships (which I don't really like to do en masse). Now, it goes in a snap if I toss out a few administrator citizens for starbases across the galaxy, and get a new tech to upgrade them. Economic production means more to me now.

Due to the AI not building farms, and unable to stay away from starting a new game, I decided to make a carbon-race, and only play against silicons (who do build cities, no farms needed) and synthetic (who do build pop). Only about 20 turns in, and I'm excited to see if this works out to be more challenging.

I am not usually one to make complaints, but I do want to chime in on the AI not building farms. This is the biggest disappointment I have found yet. I'm very patient with all changes to the game, and don't mind relearning mechanics, but the farm/city thing is just annoying. For the first time since I got the game (not a founder but got it upon release) I actually do not wish to start a new game.

percentages to farming really help. Make a farm planet, and a couple of farmer citizens. Suddenly, you are in the city-building business. Just make sure to have a couple tiles for happiness.
