Do some planets have a max population unrelated to Food Prod and Approval? in Galactic Civilizations II GalCiv2 Forums

It seems like I can never get some planets' population to grow beyond a certain point. They'll be within the food prod limit and the approval rate will be high, but it simply won't grow. Mars is a good example of this. Is there some other factor that limits population size?

2 bugs here. #1 I was being sadistic and i built terror stars next to everyones stars.... anyways, i noticed some of my terrors had 10/1 moves or 7/1 moves. I think it only happened on the terrors i had other ships stacked with on guard mode. #2 The "Show Routes" button makes me crash. Every time.
