I didn't check before posting this but I believe paintshop pro (i know its not the same as paintshop but I assume the issue is the same) gets its menu color from misc/colors/3d controls/text-system button. Remember I am not exactly sure but give it a try.

If you have paintshop pro, I can tell you but I can't help with photoshop. Colors/ decrease color depth / 16 colors I am sure it is similiar in photoshop.

Something in the theme you are running is clashing with your system. Try deleting each individual object until you find which one is stressing the sytem. I have run into clocks that use alot of sytem recources. After I delete it things run smooth. You should be using minimal sytem resources around 5-10% if I remember correctly. Same thought as werewolf. Toss your router arounf the room a bit. After you put a big crack in it it should work fine.
Yes, The mods have rejected the wallpapers. If you want a further explanation you will need to email someone. Look under About in the Options sextion at the left of this page. Don't feel too bad. We have all had wallpapers rejected.

Have an exterminator spread some powder around the foundation of your house. Then you have to plug any and every hole on the house with caulking, mortar or tar. Don't use the spray foam insulation. You will most likely be getting the dirt in yards. You will need around 4.25 yards. Don't calculate it as a circle. Do it as a square. This will account for the extra needed for compaction. You may be able to get by with 4.0 yards but it depends on the soil. If its gravely then go for the 4.25. If its sandy , go for the 4.0. Hope it helps.

The aquarium theme is bundles in with the windowblinds themes included with windowblinds. At least that's how it worked for me. Or do you mean the aquarium screensaver? Anyhoot, you can find the theme in the libraries anyways.
Very big of you maasai. There are millions and millions of halo fans. Keep searching, I am sure you will find exactly what you are looking for. Look through the desktopx themes. Latin4567 did some halo stuff. Maybe you wull find something there.
