Under desktop x settings you will find a checkbox to show or hide the windows task bar (same setting hides the start panel also). Unless you check it to show, almost all desktop x themes will keep them hidden.

It doesn't look like anyone is having any problems lately. They are in the process of moving all the GUIO skins over to WC. Perhaps that is causing a lag. What are you trying to upload?
