I think the problem is that your rivals know where the planets and resources are, so it is a mad panic to rush to as many as possible. No room for a lesiurly, interesting exploration. you just don't have time for it. Once the intial panic is over, you know it is pointless exploring further, apart from finding other Civs. There will be no planets or resources not already exploited.
