If you look at where the development has been going, they seem to be implementing more features for AI, sharing, collaborating, and locating info from the past, catering to the Enterprise market. It seems that what is happening when you use Quick-hide, Fences is toggling "Show desktop icons" in the context menu. So, it looks like Fences are treated as icon elements on the desktop to the OS. That is most likely why you have to exclude the individual desktop icons (or Fences) from Quick-hide on a one by one basis.

I also had an issue similar to Jafo. If I had been a newbie, I might have panicked. I downloaded the installer from my Account Downloads. At some point, he installer opened a dialog that said something about an Update being available which I closed, and then a dialog opened at the bottom of the screen covering the "Installing Fences" info dialog. Upon closing it, finally the restart Windows appeared. It was not a good process to say the least. I believe something is amiss with he installer.</
