Frankly I would think that if there wasn't anything on the Social queue then those BCs should be considered to have been spent on constructing domestic luxury goods. I.e. contribute positively to the planet's morale. This would both make sense and be useful. I must say that I don't buy into the concept of having to pay for land, taxes, power and such. A couple comments in Galactic Civilizations I Stardock Forums

Nice game but ... 1. Loading colonists onto a Colony ship is incredibly annoying. If all I want to do is load 300m colonist, it becomes a serious headache, especially if that world has tens of billions of citizens on it. The minimum amount allowed on the scrollbar is in the billions. Either that or I have to load in a minimum of 10m onto the colony ship and then use a transport to load in what I want. But that's an additional ship construction that I might not want.

I the scrolling mechanism for the main star display completely sucks. It doesn't work reliably and it requires me to run my optical mouse repeatedly to get the stupid thing to actually scroll. Frankly I think this is just utterly beyond idiotic. I'm at a loss as to why I cannot set more parameters for starting a game when the game is single player only. Frankly I can't see why there aren't more options to begin with single player or multi. Specifically I'd like to be able to set par
