Because they'd also need to go after all the sites that carry .msstyles, .logonui's, and shellstyle.dll's too. I don't find that as a good reason. Tombalaci, coding the random header isn't hard...getting the random headers to match the rest of the site layout is. DeviantART does this well, they have their uniform layout and a box...inside the box you can put any colors/graphics you want, as it won't screw up the look of the layout. The way the site is currently designed here, if you are using the GreenApple theme and someone uploads a metal glass header, it's gonna look kinda stupid, no?

You will need IconPackager to make your Start Menu icons bigger. You go into 'Settings' and change 'Icon Size'. Click my username for an example.
