Actually, in that same game, the Torians were also allied with themselves. Torians and Arceans were allied, I don't know if this can happen when the race is not already allied to another.

Well, it's actually quite easy to manage IMHO, one or the other does leave variety in all other options, and this limitations is only appropriate for players who desire to become Senators, others are free to do as they please.

Moi je suis du Québec, et on trouve Galciv (en anglais) dans les magasins bien approvisionnés (Future Shop, certains compucentres), ou à défaut, on peut généralement le commander.
Each and everytime I attempted using that cheat, it made galciv crash down to the desktop. and yes my cheat keys are enabled.
