It will boost your military rating (if you need it) but the military maintenance cost can be a lot if you have so many ships. It's your call. You can also gift them to the AI's for a small diplomatic boost.

Difficulty level is determined by the AI intelligence. If you increase their intelligence you will increase the level (you may have to change more than one AI's intelligence to increase the level). If you take them all to Incredible, you will have the highest masochistic level (or Obscene, if you have the Altarian Prophecies beta by being a member of Drengin.net).

Also, do you mean that you are playing the game, decide to load a saved game (for whatever reason)? Or are you loading GalCiv and trying to start up a saved game? The reason why I ask is that if you keep reloading saved games without restarting GalCiv, there is a weird memory allocation bug that causes the saved game loads to take longer and longer and longer until you just have to shut the program down and load it up again. If the problem occurs when you just load up GalCiv, I don't

Terror Stars are not "mod-able." They are hard-wired into GalCiv's programming. Nothing you can do will change their characteristics. You can add whatever starbase modules that you want, but as Cari told me, "Terror stars are more than just starbases that can move."

This is more of a general "everywhere" bug report. I think the tech tree has a bug (not the 1D_phasing bug). When you research Planetary Destruction it says "Terror stars, baby--we're getting closer." However, you don't need Planetary Destruction to get Terror Star. That always bothered me. I modified the tech tree to include Artificial Planets and Planetary Destruction as prerequisites for Terror Star. It makes terror star research much less cheesy.
