You can try to look at the details of the planet and then set the Propaganda meter all the way up (left bottom). But that costs money, or you can by some social projects (eg Entertainment network...) but there's a cost too...
Yes it is. It's extremely fast has lots of hitpoints an a great defense/attack. If you've got a lot of social projects you can upgrade the Excaliber to almost godlike powers. Some EXCalibers I had on Maso level had 580 HP and an attack of 535 and Def 145. There are better players here who will have even better statistics no doubt...
