What I had to do was uninstall Think Green from My Colors, then manually removed the blinds from Documents and Settings \ All Users (hidden)\ Shared Documents \ Stardock \ WindowBlinds \ Think Green.

TLS: You should run this issue directly to Stardock Support. All the characteristics you've described sounds as if this problem goes further than just a simple fix. Being that you're stuck at the end of an install leads me to believe that there is possibly corruption in one of your apps. Whether it's Icon Packager or Impulse, or even a combination of the two, I really can't say because I've never had or seen this problem before. Support is much better equip to diagnos
