As I read the IGBM proposal, it may (and perharps should) be used as a way to counter a fleet. I am not sure that fleet combats are currently implemented, but if the betas show that fleets are too powerful, a way to counter them could be to have missiles that do damage to all ships in the fleet. Currently, there are 3 weapons associated with 3 armors. The rationnal behind that I see, is to have a way to counter an ennemy that rely heavily on one weapon and isn't protected against others,

Bigrobg, you should download smartException, run it, and send the associated report, as well as the debug.err file located in the Galciv II directory to Stardock. By the way, saving game and loading game shouldn't work in the latest beta. And don't forget to get the latest drivers for you graphical card.
