Well, it isn't exactly that way: + 10% morale means that you may able to raise taxes. but you won't get 10% more in BC. And the production is driven by 1 important things: the spending rate. If you are at 100% spending rate, you production can't increase. You will need to buy some improvements. And a greater income means that you will be able to have a better spending rate without going into debt.

But there isn't any restriction on the individual PQ of your planet. :) So you can keep playing and submit the game since only the PQ of a planet has changed, your empire wide PQ bonus hasn't yet reached the limit :)
