Space man 1, I don't sure to whom your post is directed. Because I think that 1001101 has bought the Score magazine with good faith about getting a legal copy of Galciv.
As Technician said, as long as you have a valid Galciv Serial Id, you are able to download the whole game from Stardock using Stardock Central.

Here are the results: fool AI: eco 10 weapons 0 defense 1 morale 3 research 12 influence 3 trade 3 diplo -8 hp 1 interest 1 PQ 0 trade routes 0 range 0 The AI doesn't take any picks beginner AI eco 15 weapons 1 defense 2 morale 6 research 15 influence 6 trade 6 diplo -6 hp 2 interest 2 PQ 0 trade routes

As I have stated in another thread, if would be great if you have cheked the debug.err file to know the pol party taken by the AI as well as the tech they have found/exchanged, since this could have an influence on their stats. More, for the sake of clarity, a repost of your method in this thread would have been nice.
Ok, you have conviced me that AI have bonus at any level. I think you forgot at least one: AI have PQ bonus at higher level. It would be better if you have checked the debug. err file to know what tech have the AI (and the asscoiated abiity bonus) since universal translator give 10% in diplomacy. But still, I don't consider these bonus given at start as cheat.
