Okay, I have found the solution...straight from the Microsoft knowledge base. I just had to remove the branding on the taskbar. Now the skin works like a charm.

hi, thanks for replying. I have the paid WB version 4. I have tried updating via SD central. IE isn't in my per application settings, in fact nothing is. I have also uninstalled and rebooted as you suggested...all to no avail. My browswer still refuses to be skinned. I am sure it must be a setting somewhere, or maybe an application I haven't installed yet...but I have no idea. Thanks anyway.
I don't know if this has been asked before, but I can't seem to find it in the forums. My problem is, I have just had to reformat my hard drive, and I lost all of my data in the process. I have managed to re-download and install my Stardock software again, but I am having a problem with Windowblinds...it refuses to skin my browser.
