Here is an idea that has come to me that I would like to put forward. Since we now have moons around planets, could we perhaps add orbital weapons? A rail gun on a moon would be one heck of an weapon for defense, and would be a significant deterrent to assaults. Also, could we put military bases on the moons of a system? These would add significant defenses to a planet. Now, I understand that all of us keep coming up with these ideas and suggestin

Agreed. Also, the way that you carry out planatary campaigns should affect the way that you are seen thoughout the universe. If you are very brutal in taking and subduing a planet, it should affect your morality.
It sounds like what you want is something like the leaders in CivIII, the armies and the scientific leaders. Perhaps that is a good example of what you want.

The talks with North Korea will never suceed, because for them to work, we must completly cave, and we do not need to do that.
