Destabalization is often countered by propaganda, I think culture flipping might be too. As for the whole why doesn't the new race flip one... I'd like to know that too.

I run into the same problem. Some people cope with it by trading for techs or whatnot. I cope by having spent all military resources on colony ships for almost the first half of the game. I colonize low and get alot of colonies with between 30 and 500 mil people. I also have started to trade alot to compensate for the fact that most of my economy is invested in long term returns (pop growth). Since everything dependsI'm slightly behind in the beginning and making a subsistence due to trade.
I personally pick a gigantic galaxy with abundant planets and loose clusters. My games tend to take quite a bit of time because of that and I should probably consider making the clusters tighter or the planets less abundant, but that's not a high priority. I find the loose clusters allow me to leapfrog over AIs and grab systems on the other side of them as well. The best advice I can give to cover everything but the higher level strats is to have as many colonies as you can. Be willing to colonize slightly below the AI to get the future pop boost and to improve the range so you can leep past the AI to other planets. The unit of spending in GalCiv is known as the bc... billion credits. Powering a stargate would not be out of the question in game, especially between two systems under your control. Allow us to assume that stargate travel time is equivalent to that of 1 sector/month, that's pretty bad, especially after various speed enhancements. When the attack fails there is NO resulting damage to anything but the population. I've been attacked alot and the AI uses every tactic they can afford to level the playing field (works about 1% of the time for them), I never recieve the ill effects unless they actually win. Hmm, I might have to end up doing that, but it's not really what I would ideally like to do. I'm going more for I've got 200 transports at 150 or so different locations. I'm lucky with some and they're in groups of up to 5, but that's it. It's quite time consuming to direct each ship, I'm looking for something simmilar to the military swap button that changes all ships of a class being built to another, except it directs all ships of a class to a certain point.
Well, it's extreame late game here and I've got quite a few excaliburs running around wipeing the board and just running in combat transports like crazy. It occoured to me that my well of combat transports were running dry, so I decided to do a military swap from excal to combat transports for a single turn (all colonies either building constructors or (mostly) excal). What is your definition of "controlled space"? For now, Glaciv as the equivalent of cultural border: the influence. I think what is more key to this is the idea of trespassing. Borders would be set by the influence generally, but then having ships go through the controlled space would be a "nono". Atleast that's how Civ3 did it (which was referenced). Well, there are hard facts that show that it is working, either the tresury and spending drops in the case that they counter with propaganda, or you see star systems defect more and the pop growth slows down. I absolutely love them, I tend to colonize low and rely heavily on my economy. By the time I build my first dreadnought or death knight (which is usually my first attack ship) I've gotten atleast to 4D phasing or simmilarly up the research spire for Excal tech. In fact, I usually skip Overlord tech and just shoot for Excal anyway, not to mention the nice affects alot of the nessicary techs give along the way. Okay, I've got everything working again. What I had to did was uninstall and install a clean copy (making sure the folders for instalation were the default update copy folder and registration folder pointed to main folder of instalation instead of inside stardock). After I archived (this time) and updated I had multimedia. I held back on updating the multimedia and I don't think I'll do that till I'm not on dialup :P. What have I learned from all this? I hate Dialup!
I can verify that Transports will attack undefended starsystems as I generally don't guard mine. It's probably because I've been playing normal level, but I have yet to see the AI use any strategy in attacking (like transport groups). I may dump a defender per planet as I raise difficulty level to ward off annoyances, but at this time, I think a defender advantage of roughly 4x on highly populated planets is doing just fine. p.s. with regards to strategy used in attacking... I played a few games right after I installed, both normally and in windowed versions. The movies and music played fine and were fairly substantial eyecandy. Since I've upgraded to 1.13 and later to 1.20 I have yet to see any movie at all, not even the pre-movie that loads before the menu. When an event movie (like first battleship or first colonization) is supposed to occour I get a still image. The only sound I get out of the game are sound effects. I'm not really all that big on multimedi
