As of right now there are no immediate plans to allow initiation of UPIssues. However, we'll probably be adding a field in the UPIssue file type to indicate what Techs need to have been researched (by you or an alien race) before a proposal to appear. This won't solve the "proposition" idea you were asking for, but I think it's a step in the right direction ;) ~SDC~

Yeah, AI should be smart about picking political parties (weighing out the bonuses/penalties). And we've reciently made it so GalCiv can hold up to 50 different political parties at one time, so for right now you can simply add as many parties as you want :) ~SDC~

I'm sure that could be done. It won't be as high on the priority list as other things, I'm afraid. :( Perhaps it's something I can get in on my off hours (since we've had a few players ask for it). ~SDC~

ClockWise: If we can get the AI properly using mods (even the most lopsided ones), the metaverse will stay pretty balanced (since the AI should be able to utilize a cheeze mod more efficiently than a human player). Everything that the player has access to, the AI will have access to as well. So if a player makes a cheap super ship, you better beleive the AI will be cranking those puppies out ;)

hehe Then perhaps it's already working corrently ;) We'll have to make sure it's foolproof though...lopsided PolParties is definatly one way to easilly boost your meta score. ~SDC~

It's not so much the fact that we'll have to ignore games submitted with modded parties. We just need to make sure the AI smart enough to pick the best Political Party out of the bunch (Right now I think they're only picking from out of the 6 main parties). This way, even if a player makes a completely lopsided Political Party, the AI will take note and utilize that Party to their advantage as well. By the next major patch we should have this code in ;) ~SDC~

OK, after some sleuthing through the code it looks like I made a mispost in my Random Events tutorial. The morality should still be 1-5 (it can go higher but it ends up ignoring the morality side of the event) but 1 == a HUGE morality changing event and 5 == a tiny morality changing event. Hope this clears things up :)

*Edit - Hawaii caught me on this one...MoralityWeight is 1 - 5 where 1 == a major moral event and 5 == a non-important event. Numbers can be over 5, but, as it increases, the likelyhood if it having an impact on your morality standings decreases.

We're working on getting the Political Parties more MOD-able as we speak. They'll work better with the upcoming patch (added RBG coloring to the data type, scrollbars where necessary, ect). ~SDC~

I was a bit pre-emptive with my "tomorrow" (aka "yesterday") guess-timate. ;) UP issues are pretty yucky, but I should definatly have time this afternoon to get that tutorial together (Right now im getting modded Political Parties working better, but I'm almost done).
