You can try this utility - Creative Elements Power Tools: http://www.creativelement.com/powertools/ It will let you configure hotkeys to anything you want. The settings you input should over-ride the system settings. It does a lot of other useful stuff too...

There's a readme file in the skin's folder that tells how to do it. You need to check the "skin explorer backgrounds" and "make explorer backgrounds semi-transparent" boxes in the WB config window (settings/advanced). wow - that was strange... when I posted that comment up there (from the skin browser), it returned me to a thread that was made up of the first post in every thread. It looked like a normal message board thread but it wasn't, it was just the first posts from all of them. At the bottom it had the "show entire thread" button. freaky...
It's working ok here... I can't think of anything that would cause that.
Only Pat or Alexandrie can do that. You should email one of them and ask if they can do it for you. or Sign up with your new name. Just remember to change the email address on your old account after you log in so it won't take you to the old account. Then re-upload the wallpaper you have here.

Asking here is good too and usually will get a response but for a problem like yours it's probably best to try the newsgroups for help. I haven't tried that skin with webblinds but I don't think it should cause a problem like that... I suspect something else is going wrong.
