Which graphics program is best for creating wallpaper? in WinCustomize Talk WinCustomize Forums

I've downloaded many image editing programs, but all of them not seemed to be very useful.So, what programs are good in making wallpaper or other images? I am ready to learn anything about this. Any reply would be much appreciated, thanks!

Can i use one of the wallpapers('tears from the ends of all things' created by se7enet) downloaded from this site as the cover image of my school graduation magazine? It is not for commercial use, coz we dont sold the magazine. Thank you.
