Are you thinking of Clausewitz's line, "war is a continuation of diplomacy by other means?"

The original quote is in German so you'll see people cite lots of variants of that phrase. Though of course you may be thinking of something else entirely.

Empire News Update

The Diplomats now have a new base of operations on the planet Klikiss! This PQ26 Gaia class planet is perfect for our needs. This forest world has only the one major city. There are no other traces of habitualization anywhere on the planets surface to be seen from space.

We have opened channels of communication to all the other empires of the Metaverse in the hopes of gaining some new recruits. If you come accross any new candidates please forward them to us here at the high command.

Further more for reasons of morale, we have issued the following edict to take effect immediately..

Once a day all diplomats, whatever your rank, must go to the new 'Diplomats Information Centre' which can be found at the following address > Info_Centre

This empire is for me! I've played 5 games and don't even know how to attack anyone since I haven't had to do it yet, having only ever built constructors and starbases, which always seem to be more than enough to win military conquest victories. I must be a born diplomat! LOL
