In the strictest sense, since they're both based on the Longhorn UI then both could be taken as rips. However, the graphics of both skins are totally different from each other, so neither skinner has ripped from the other.
We (Skinplant) had someone enquire about such a thing. We opened a dialog with the person, to find out their needs, but rather unsurprisingly, when they got a price quote, they decided not to go for it. (Although we had already pretty much realised the person wanted it done for next to nothing anyway > )
ANSWER to #6: This is the control panel vertical seperator, marked in the image with the arrows. It supports a colour gradient attribute or you can specify an image if you prefer.
If you're one of the skinners who likes to get everything totally perfect on a skin that you want to upload, then there's a small issue with the XP Systray you might like to check out. It's something not too obvious, and thus gets overlooked by a lot of people. The systray supports content margins, and if you're using the 'hide' option on the tray, then you'll have used the left content margin probably, to push the icons to the right a bit so as to space them out from the systray arrow
Touched, if it's dead on that channel, try #stardock instead. There's usually folk around there at most times of the day.
I think it's Cleartype that causes this.

You can just right click next to the button ,on the toolbar section that contains it and the adress bar, and uncheck 'go button' on the menu and it gets rid of it.

That part can't be skinned, only the mouseover colour and arrow image can be changed.
The left and right table areas are fixed, but the centre tables are dynamic and set to a percentage width, so the layout is determined by browser width (Which also takes into account screen res then, if you're running maximised).
Damn Chad. First you get me hooked on WB all those years ago, then last year you get me hooked on Sports Car GT. Wish you'd come back to WB at some point, I miss your work.
The latest version of WB now support fully dynamic Start Panel areas. You can have them whatever size you want, and the latest Skinstudio supports the attributes for specifying the sizes.
We used to get a lot of this stuff back on Skinz. Most folk give permissions and ask for at least a copy of the mag in return. Most of the Japanese companies are happy to oblige.
Becuase the people who make them use XP, would be the obvious answer.
Because of copyright laws, no-one would be able to upload such a theme.
I use a Wacom Volito. One of the cheaper Wacoms, and quite small. It was a great purchase and I love using it. For everyday use I stick with my mouse, but for graphics work I turn to the tablet a lot.
Sysmetrix only works with Winamp V2, so I'm thinking you have V3 perhaps.
If you have XP, you can grab one of the XP Powertoys from the MS site, which adds a small VWM section to the taskbar.
