You can't add tooltips to buttons in Windows with WB. WB merely changes the look at the buttons, the tooltips are part of Wnidows itself.

They're a type of button where you don't specify any actual function as such. You give it a default function and tell WB that it's a smart button, which then means that using WB Config you can change the function of the button to whatever you want. There's not a whole lot of skins that use them yet, but it's worth checking out Alexandries skins, as I think she used them a few times, if I recall.
Wommers, Webdings font has some player glyphs in it. Might be handy to make some very basic buttons if needed.

Lots of people post here requesting things, you just happened to word yours in such a way that it makes it look like you think Werewolf ofers some kind of free service porting on peoples behalf, and then, of course, you bump it twice, making you seem desperate. In the end, I wouldn't take too much stock in it, a few words never hurt anyone, and I don't think I'm really 'that' important that what I say should bother you.

If you're planning on creating icons, Corel is actually the better choice, as you can create the icons as vectors, which means they resize cleanly.
