You can have an image for the 'all programs' button, but the mouseover for it is a solid colour which is definied in the colours section as: Menu - highlighted text (XP only) The other items in the left and right panes use the panelitem image.

You don't need Winzip, since you're using Logons, that means you have XP, and XP has built in zip decompression. You just right-click the zip and choose the extract option.

Icon text by default is automatically set to black or white depending on what the bg colour of the desktop is. It's white on dark bg's, and vice-versa.
Most people don't lock because they don't lock it in geenral use, I would presume. Besides, if a skin is well made, the resizers and grippers will look good anyway.
I think the WMP skin comes with one of the newer versions of WMP.

And the masks have to be greyscale (Only using black and white in them). Areas of white will have their colours changed when cusotm colouring is set, and black areas will be ignored. Mid tones between these two, i.e. shades of grey, will be blended accordingly.

I got 7 out of 10 as well. The hammer, grass and pile of nails all threw me, I thought they were real.
Best place to get inspiration is everyday objects. Anything from audio equipment to flowers has something that can be used as the basis of a work. The thing to remember is that although you'll see a lot of great artists out there who never seem to make a bad skin, just remember that they have about 1/2 that many unreleased skins that were probably not very good. Inspiration comes at the weirdest times, and sometimes you wait a long time between flashes of it.
I agree with everything Paxx said. Especially the part regarding people submitting work simply for praise. That seems to be the big thing lately, which is quite sad.

2000 doesn't support alpha-blended icons, Mirical. It's actually a Windows problem, and not the icons.

You have to enable to attribute in the UIS file that tells the skin it has to use titlebar button sounds.
