Each beta cycle is more a 'time window' when people can get in; multiple builds will come out with varying frequencies.

The primary use is for texture loading, which doesn't happen constantly. That said, another cause of slowdowns (a major one) is large amounts of civilian traffic (i. e. lots of trade centers).

Normally, I'm the one leading the charge to defend SD, IC, and the like. But at this point, I find myself almost in agreement: they need to do [i]something[/i]. The last news item was 3 months ago, about the last patch. Even if they cant' release information on the next mini expansion (Why? By now at least a few of the features they plan on adding should be locked enough to say 'New Diplomatic System: Make friends and influence people!' or
