For some time now I've noticed that the skins on the "new additions" list seem to move downwards at different rates. Is this the result of an algortithm? If so, my guess is that the factors are the newness, rating, and daily downloads. What factors are really considered?

Windows will always ship with a browser. IE may be hidden in the future, but it will still be there. Also, they are continuing to develop IE and have no plans to stop offering it.
