Perhaps if attacking a fleet with unused movement points the defenders could be considered to be "dug-in" and less likely to be surprised giving them the opportunity to fire first. The OP makes a really good point.

I used Avant for a while and was pretty happy with it, then I started using Opera and fell for the mouse gestures but got talked into Firefox for the plugins. 90% of my browsing is now with Firefox with the rest Explorer for those old-fashioned sites that still demand it. Um.... Windows XP always had a firewall - it just got turned on by default in SP2. Or to put it another way, if you didn't have the WIndows XP firewall on by default, or another firewall package in use, you were part of the problem. My "use" PC has SP2 off because it kills some programs I use. My Internet routing PC has everything ON. It's piss all good for anything else. It does the internet. But, more concisely, XP SP2 wasn't a bad thing.
